I think this quote means that if a person can't reason, they are foolish. If the person can reason but won't is not open to other people's opinions and beliefs. And if he is afraid to reason, he is a slave to society.

I believe what Andrew Carnegie is trying to state through this quote is different for each line. On the first line of the quote he states if you cannot reason you're a fool. this means if you're uneducated, and ignorant. In the second line Andrew Carnegie refering to ignorant people, who wonder knowingly with their eyes closed. Clearly stated in the third line if you dare not to that you're a slave, or a follower.
